The overall objective of this framework contract is to provide support the Government of Gabon in the elaboration of its INDCs for submission to the UNFCCC by October 2014, in advance of the Conference of the Parties (COP21) in Paris, in December 2015.
The specific objectives of the consultation are to :
Define a base-adjusted scenario with the year 2000 as base period that will take into account the objectives of growth and development set by the Government of Gabon in the Strategic Plan Emerging Gabon;
Create an exploitable database of all the data collected;
Quantify the GHG emissions of the Strategic Plan Emerging Gabon using a bottom-up approach;
Propose a format for the Gabonese INDC report;
Assist the Government of Gabon in the elaboration of sectorial scenarios to reduce its GHG emissions, in particular in the sectors of energy, infrastructure and forestry;
Draft and finalize the INDCs of Gabon for submission to the UNFCCC.
