Within the framework of the reforms undertaken by the Government, a cooperation programme has been initiated with the European Union.
This programme, known as the Modernisation and Assistance to Administrative Reforms (MARA) programme, has two components,
– The first one is aimed at the domain, customs and tax authorities and the second one is dedicated to the instruments for the application of the legislation related to commercial activity.
– The present contract concerns the second component and, as such, the MARA programme aims to strengthen competition, improve product quality, ensure better consumer protection and facilitate international trade.

The overall objectives of this market are to
enable the MARA programme to achieve its purpose ;
strengthen the control of market failures
support exporters;
improve capacity to negotiate trade agreements.

To meet the needs of the Algerian Ministry of Trade, the project is structured in 3 components;
Component 1: Computerisation of structures for more effective control of market failures
Component 2: Support for the creation of a school by the Ministry of Commerce
Component 3: Institutional support to the National Agency for the Promotion of Foreign Trade
