Provision of Expertise to Support ETF Initiatives for Human Capital Development Framework Contract
Description
The European Training Foundation (ETF) is a specialised agency of the European Union based in Turin, Italy. The ETF helps transition and developing countries to harness the potential of their human capital through the reform of education, training and labour market systems in the context of the EU’s external relations policy.
As an instrument of the EU’s external relations policy, the ETF’s vision is to make vocational education and training in the partner countries a driver for lifelong learning and sustainable development, with special focus on competitiveness and social cohesion.
The objective of this Framework Contract is to support the European Training Foundation initiative for Human Capital development in different countries in which ETF is willing to develop Technical Vocational Education and Training (TVET) and Vocational education and Training (VET) in line with its development strategy.
The aim of the requested services is to contract services to ensure the availability of external expertise as and when required to support the implementation of the ETF work programmes.
Inputs from experts may be required, for example, in one or more of the following functions: Capacity Building, Policy analysis, Dissemination and Networking.
Under each request for offer, one or more International or national experts in the education, TVET or VET sector are selected to carry out short term missions.
The services provided covers a range of specific key areas, which are not exhaustive, such as:
a) EU programming and project cycle including sector approaches and budget support;
b) Development of methodologies, tools and instruments to deliver functions and capacity building;
c) Priority themes:
1. Qualifications and qualification systems;
2. Quality in VET;
3. Learning and teaching in VET;
4. Governance in education and training;
5. Employment and employability;
6. Migration and skills;
7. Entrepreneurship and enterprise skills;
8. Innovation and VET.
