The overall objective of the evaluation exercise was to review the process of implementation of the project, and assess the extent to which the project was able to achieve the targeted objectives and outputs and realise the ‘anticipated’ outcomes.
The evaluation analysed the project and its implementation in terms of the Development Assistance Committee (DAC) criteria for evaluating development assistance. It assessed the results achieved of the Project to date and provided useful recommendations based on lessons learned for future planning, programming and project identification work of the responsible services.
