The general objective of the feasibility study is – taking into account the pre-identified elements – to specify the framework and the modalities of implementation of the project with regard to its “Justice” component.
In a more detailed way, the feasibility study will initially have to :
Deepen/update – to the extent necessary – the inventory of the Nigerien judicial system, as well as the diagnosis of the needs, constraints, shortcomings and challenges in terms of the effectiveness of judicial action in terms of strengthening the penal chain.
The following dimensions will be examined more specifically
Judicial treatment of cross-border organized crime and trafficking in human beings (especially trafficking in migrants);
Assistance and care for victims, in particular those of trafficking; promotion and protection of their rights – with a focus on the ANLTP;
Mechanisms for inter-state judicial cooperation – with a focus on the Office for International Cooperation and Mutual Assistance in Criminal Matters;

Conduct a brief review of the strategies, actions and initiatives undertaken by the Government of Niger and the main development partners in support of the judicial system, particularly in the fight against organized crime and human trafficking.
Conduct a diagnostic of the Ministry of Justice’s capacities in terms of project management on international funding (including procurement), and identify the department/directorate best suited to ensure operational and institutional support. – Based on the information gathered, i.e., interviews, document review, etc., the feasibility study should provide a critical assessment of the feasibility of the activities pre-identified under the project.
