Support for the Implementation of the PCA between EU-Uzbekistan, Including the Establishment of an Information Centre (UZPLAC) Phase II
Description
The project included five main components: Institutional strengthening of the PCA Secretariat -its structure, its working methods, its management procedures, its relations with its professional environment, its logistics; Strengthening of implementing Ministries, Parliamentary Committees and the State Department of Statistics – via seminars, training, and working groups. Including organisation of structured seminars and roundtables for the benefit of Uzbek decision makers. The seminars were closely related to the main topical policy analysis activities with emphasis on methodology, formulation, decision making process, implementation, control and evaluation of public policies; Improving the Policy Making Capacity of the Uzbek government and parliament by providing policy advice focussing on the question of implementation and describing the logical set and sequence of proposed measures; Provision of assistance towards Meeting PCA, WTO and other relevant international agreement obligations – by reviewing the established and emerging legal and regulatory framework in Uzbekistan and ensure conformity with international legislation. Also including continued provision of WTO-related technical assistance and legal approximation; Securing Long Term Civil Society Support for Policy & Legal Reforms – through the establishment of the PCA Information Centre (UZPLAC), focussing on conveying information on the PCA through a variety of appropriate channels; written reports, conferences and workshops, study visits and production of regular (bi-monthly and quarterly) reviews of the Uzbek economy, as well as of the legal and regulatory framework.
