Since European delegation discovered some anomalies within prices and contents of projects from TIS program, an technical and financial audit was ordered.
This audit examined all the suspicious projects of TIS program for the administrative, technical, financial and legal aspects.
Most of these projects were IT projects. These were over-invoiced. Their dossiers were often empty or erroneous. There were a good part of mismanagement and few malpractices
