The overall objective of the evaluation exercise was to review the process of implementation of the project, and assess the extent to which the project was able to achieve the targeted objectives and outputs and realise the ‘anticipated’ outcomes. The evaluator arrived at certain key recommendations as well as suggestions for donor, CUTS and partners, for sustaining the momentum of reform and improvement regarding competition policy and law issues in the countries/region. The specific tasks under this evaluation would include the following and include specific examples/evidence to support analysis and assements: Assess one-by-one, country-by-country, the extent to which each of the project objectives, outputs and outcomes have been achieved; Assess the relevance of the 7Up4 project in developing capacity of multiple stakeholders (in project countries) to contribute in the process of developing effective national competition regimes; Analyse the extent to which the project helped countries in evolving a future roadmap on competition reforms; Assess the impact of project findings on civil society and other the key actors such as policy makers and competition agencies/regulators. Assess the ‘outcomes’ and ‘positive and negative consequences’ that emerged from the process of project implementation. Special emphasis wase laid on identifying factors that led to achievement of outcomes. In addition to identifying achievement of ‘anticipated outcomes’ the evaluators identified ‘unexpected outcomes’. Assess the outreach/dissemination techniques, as well as the quality and usefulness of the training module/s in term of the usability of the knowledge imparted. Assess the level to which the project partners in particular and the civil society (in general) have been able to build their own capacities and would be able to take the agenda on competition forward in the countries/region; Assess the internal monitoring mechanism applied at CUTS and partner organisations in order to assure project progress. Also the degree of adverse affects on project’s effectiveness, if any, due to changes in project structure/strategy. Assess the financial dealings under the project i.e. disbursement of installments, utilisation of funds in accordance to approved budget, accounting procedures adopted, submission of financial reports to supporting agencies, transfer of funds to partner organisations, internal account audit mechanism etc. Provide concrete evidence/case examples of: (i) the research findings having been used by or influencing government or stakeholders; (ii) the achievement of outcomes having been supported by participants who made use of the skills learned. To aid the communication of results, a total of 2 results ‘case studies’ were be produced. Assess, country by country, the sustainability of the project (including the likelihood of NRGs, beneficiaries of capacity building work and the subjects) in terms of continuing competition-related work in future and doing so at a higher standard as a result of the project.
